Victoria Regional Airport Runway Diagram Print

Victoria Regional Airport has two runways that never touch, and that is what makes the diagram unusual. Runway 13/31, 9,111 by 150 feet of asphalt, runs as a long diagonal from the upper left of the sheet down to the lower right. Runway 18/36, 4,908 by 75 feet, stands well off to the east as a short vertical bar, clear of the southeast end of the main runway and never crossing it. Between the two, a wide taxiway network closes a rough triangle of pavement, and the terminal, hangars and apron run in a long band down the southwest side of 13/31. Field elevation is 115 feet above sea level and magnetic variation is 4E, so the print sits close to true north with only a slight lean.

The field was Foster Field first. The United States Army Air Forces established it in 1941 as an advanced single-engine flying school for fighter pilots, known at first as Victoria Field and renamed in 1942 for 1st Lt Arthur L. Foster, an Army Air Corps instructor killed in a crash at Brooks Field in 1925. It was deactivated after World War II and returned to its private owners, the Buhler and Braman estates, then came back as Foster Air Force Base under Tactical Air Command from 1951 to 1958, flying F-86 Sabres and F-100 Super Sabres and serving as headquarters for the 19th Air Force. The base closed in December 1958 and was formally inactivated in January 1959. In the summer of 1960 the General Services Administration approved an exchange of Aloe Field for Foster Field, the county airport moved onto the site, and in 1976 it became Victoria Regional Airport. The scale of the pavement on the print is that inheritance: a training and fighter base's ground plan carrying a county airport's traffic.

Passenger flying here has always been a thin thread. Trans-Texas Airways was flying 21 seat Douglas DC-3s into Victoria in 1949 on an intrastate milk run that touched Houston, Beeville, San Antonio, Uvalde, Eagle Pass, Laredo and the Rio Grande Valley, and it or its successor Texas International served the town for more than twenty years. Military flying dominated the field in the twelve months ending December 31, 2019, when 80 percent of its 57,422 aircraft operations were military. The art here stays deliberately plain. Runway designators, lengths and widths follow the published figures, and taxiways and apron edges are reduced to flat geometry over the ground tone you choose. Two runways set apart rather than crossed give the composition an open middle, which is a rarer and calmer shape than the usual X.
